What that means in practice.
Three groups, by who asks for them
Payroll Reports for the payroll owner, Pay Run Reports for a specific execution, Leave Reports for HR and finance.
The two finance ones
Leave Liability values accrued unused leave. Pay Variance compares a run against its predecessor. Both exist because finance asks, not because HR does.

Every report exports to both.

Every other module reads from the employee master. It holds the record, the salary card that values it, and the lifecycle events that change either one.
